Do You Need a Jet Ski Licence in the UK?
The short answer is usually no — there is no single national recreational jet ski licence that applies everywhere in the UK. But local harbour rules, launch requirements, registration, insurance and RYA qualifications can still determine whether and where you are allowed to ride.

The short answer
No single UK-wide “jet ski licence” exists for ordinary recreational riding. However, that does not mean you can simply launch and ride anywhere. Harbour authorities, local councils, launch sites and other organisations can impose their own rules, including registration, minimum ages, insurance requirements and recognised PWC training.
Is there a national jet ski licence in the UK?
Unlike driving a car on the road, there is no single national recreational driving licence that every personal watercraft rider must obtain before operating a PWC in UK waters.
That is why you may hear people say that you “don’t need a licence for a jet ski in the UK”.
Technically, that can be true — but it is only part of the story.
Where you launch and where you ride can be subject to local rules. Those rules may require you to register the PWC, hold insurance, meet a minimum age or show evidence that you have completed recognised personal watercraft training.
Harbours and local authorities can set their own PWC rules
Personal watercraft rules can differ significantly from one location to another.
Some harbours welcome PWCs but require registration. Others restrict where they can operate or use designated PWC areas and channels. Some launch sites may require evidence of training or insurance.

RYA qualification
Many UK harbours require PWC riders to hold an RYA qualification before launching.
Minimum rider ages

What qualification do jet ski riders normally take?
The recognised RYA course for recreational personal watercraft riders is the RYA Personal Watercraft Proficiency Course.
It is a one-day, predominantly practical course designed to teach riders how to operate a PWC safely and confidently.

Jet ski licence vs RYA PWC certificate
These terms are often used interchangeably online, but they do not mean exactly the same thing.

How old do you need to be to ride a jet ski?
The RYA Personal Watercraft Proficiency Course has a minimum age of 12 years.
Candidates aged 12–16 must only use personal watercraft under the supervision of a responsible adult.
However, that does not automatically mean every 12-year-old can ride independently at every UK location.
Harbour authorities, councils, operators and insurers can impose additional age restrictions, so local rules must always be checked.
Do you need insurance to ride a jet ski?
Insurance requirements can depend on where you intend to launch and ride.
Some harbour authorities and local councils require PWC riders to have suitable insurance.
Even where it is not specifically required by a local authority, insurance is sensible because a modern PWC is valuable and can potentially cause injury or damage to other vessels or property.

What if you want to ride a jet ski abroad?
Overseas requirements are different from UK domestic requirements and vary between countries.
The document many boaters encounter is the International Certificate for Operators of Pleasure Craft, or ICC.
The ICC is intended to provide evidence of boating competence when this is requested by authorities in another country.
An RYA Personal Watercraft Proficiency Course Completion Certificate can be used as evidence of competence for the Personal Watercraft category when making an eligible application to the RYA for a UK ICC.
Does an ICC let you ride a jet ski anywhere in the world?
No. You should never assume that one certificate automatically allows you to operate a PWC everywhere.
Overseas requirements can depend on the country in which you are riding, the country in which the craft is registered, whether the PWC is privately owned or hired, and local regulations.
Individual hire companies may also impose their own requirements.
